The steel industry in Vietnam has won the case against the sale of rolled steel price exported to Australia
On March 26, the Australian Anti-Dumping Commission (ADC) issued the final decision on the anti-dumping lawsuit against imported wire rods from Korea, Indonesia and Vietnam. Accordingly, the dumping margin for Vietnamese rolled steel (Hoa Phat Group) in Australia is only -1.3%. Thus, Hoa Phat’s coil exports to Australia are not considered as dumping and the ADC has decided to terminate the investigation.
Earlier, on 7 June 2017, ADC initiated anti-dumping investigation of rod in coil products from Indonesia, Korea and Vietnam. The investigation comes from OneSteel’s inquiry, an Australian steelmaker, on charges of dumping for imported wire rods from businesses in Vietnam, Indonesia and South Korea. Due to the complexity of the case, after several extensions of the investigation, the ADC issued the final verdict on this case on March 26, 1818. Besides concluding that Vietnam, the ADC determines the margin of dumping of Korean steel rolls to Australia is 20.9%, Indonesia to Australia is 16%.
Under the rules of the WTO and Australian trade law, goods imported into the country with a margin of dumping of less than 2 percent are not considered to be dumping.
In this case, the defendant of the Vietnamese party Hoa Phat Group actively coordinated with the ADC to answer and provide all information and documents required by the delegation of ADC investigation. Directed in August/2017. At the same time, Hoa Phat also actively submits submissions to the plaintiffs’ arguments (One Steel) and provides additional supporting documentation as required by the ADC.
Australian investigators concluded that there was no government support related to electricity prices and input materials for steel production of wire rod producers, including Hoa Phat and non-existent This is a special market situation for wire rod industry in Vietnam. The ADC used the normal price comparison method in the domestic market and the export price to determine the margin of dumping. On that basis, the Australian Anti-Dumping Commission decided to terminate the investigation of imported wire rods due to the margin of dumping of all Vietnamese exporters under 2% (dumping margin). minimum) does not cause significant injury to the Australian industry.
The decision of the ADC is good news to the steel exporters of Vietnam in general, and Hoa Phat in particular because Australia is a potential market. In the year 2017, Hoa Phat exported 36,000 tons of wire rods, bar steel. As of this date, Hoa Phat has exported 4,200 tonnes of rolled steel and bars to Australia.
